Delegates at an ISTA Ordinary Meeting
|
On behalf of a Government, one Designated Member which has been appointed by its Designated Authority to execute the voting right can vote at an ISTA Ordinary Meeting.
What is a Designated Member
A Designated Member is a Personal Member of the Association that has been designated by its country's Designated Authority.
There can be several Designated Members in a country, but only one Designated Member (by specific appointment of the corresponding Designated Authority) can execute the voting right on behalf of its Government at an ISTA Ordinary Meeting.
Priviledges of a Designated Member
A Designated Member can nominate candidates for the election of Officers and of members-at-large of the Executive Committee. These nominations must be supported by a mover and a seconder (both being Designated Members).
Designated Members can be elected for a position on the Executive Committee of ISTA
Designated Members can be appointed by their Designated Authority to execute the voting rights on behalf of a Government at an ISTA Ordinary Meeting. Note: Only one vote may be cast on behalf of that Government.
How to become a Designated Member
A Personal Member who would like to become designated should ask its Designated Authority to complete the Application for Recognition of an ISTA Designated Member. The Application Form has to be signed by the Designated Authority and submitted to the ISTA Secretariat. Contacting details of the Designated Authority in a country can be received from the ISTA Secretariat.
How to become Voting Delegate at an ISTA Ordinary Meeting
Before an ISTA Ordinary Meeting, each ISTA Designated Authority in the country is formally requested to appoint one voting delegate (must be a Designated Member of the Association) to execute the voting right on behalf of its Government at an ISTA Ordinary Meeting. Only that Designated Member will be entitled to vote on behalf of that Government at that Ordinary Meeting.
If there is no ISTA Designated Authority in the country, the government (e.g the Ministry of Agriculture) can submit to the ISTA Secretariat an Application for Recognition of an ISTA Designated Authority.
