Effective date Additional or replacement pages were issued with effective from dates of 1st January, 2004. If the text on a replacement page did not change it retains the previous 'effective from date'. Changes to text between different 'effective from' dates are marked by vertical lines on the outer sides of text. Details of changes The 2004 changes are editorial corrections, or rules changes voted through at the Zürich meeting in 2003. Some minor formatting and/or editorial changes discussed at the Zürich meeting have not been issued as replacements pages but are being 'saved' for the next major re-print. A list of pages that have been replaced and/or amended follows (see next page). There were no changes to the detailed methods for seed health testing which are published separately in the International Rules for Seed Testing, Annexe to Chapter 7. The 'provisional' rules previously in Appendices A and B were accepted as rules; Appendix C was not; and Appendix D was already a 'rule'. In the future it is intended to renumber the rules in Appendices A, B and D as separate Chapters in the Rules. Until the next major reprinting of the rules please completely remove Appendix C including its divider. An amended contents list has been issued to reflect these changes. Hopefully this interim measure should avoid major confusion and possible problems with repositioning, renumbering and cross-referencing within the Rules. It is worth remembering that it is the Rules, Annexes and Appendices that together from the International Rules for Seed Testing.
